Why would such a student need to take the VGLA? Many have "504 Plans" which are far easier to implement and much harder to track through the system. Does RPS have a higher percentage of kids labeled than they did in 2003 or 2004 - before the widespread use of VGLA?<br /><br />While I would agree that the VGLA is being over used in attempts to make testing number work better, I don't think that any children are being declared Exceptional Ed merely to make them eligible for the VGLA (as the process is a bit more rigorous than you imply).Anonymousnoreply@blogger.com
